As per the 2015 vote:

Any requested stadium changes are required to be requested on the message board in the "Stadium Changes" forum. Once requested, the proposed changes will be reviewed. The review will consist of ensuring the stadium meets league rules, and that the overall average rating for the league remains around 100.

Costs

The following costs are associated with stadium changes:

ANY AVG RATING: $75,000 per point change between 90 and 110. $100,000 per point for any other change.

ANY HR RATING: $75,000 per point change between 90 and 110. $100,000 per point for any other change.

2B RATING: $50,000 per point change between 80 and 120. $75,000 per point for any other change.

3B RATING: $50,000 per point change between 80 and 120. $75,000 per point for any other change.

There will also be a cost of $500,000 for any other 'major' changes (grass to turf, adding/removing a turf, etc).

Changes can only be made once per five seasons.

These will be expensed at the time the renovation takes place (the start of the new season).

Allowable Ratings

Starting with 2016, the following is the range of ratings for all stadiums:

AVG - between 75 and 125
HR - between 75 and 125
2B - between 50 and 150
3B - between 50 and 150

How to make a request

Make your requests in the stadium changes forum. Create a new post with the title - "Year - Team" with the year being the year the stadium change will be effective in, and team being your team name.

All requests must include, at the very least:
- Name of ballpark (if changed)
- The new ratings requested, along with the old rating.

For example:
LH AVG: 100 (old), 115 (new)
RH AVG: 100 (old), 115 (new)

- Any changes to dimensions (should remain realistic).

I found the ballpark ratings for my current stadium under the 'team setup' section. Where do I find my info on whether I have grass or turf?

And, at the risk of sounding like a dumbass, what do the ball park ratings mean. For example if you have a higher HR rating does that mean more or less HR's? does it move the fences in or out? I'll check the OOTP forum for my answer, but thought it would be good to have an explanation here for us that never fooled with this stuff in OOTP before.

I found my own answer in the manual.

In addition, you can control how the ballpark impacts the game with the Ballpark ratings. Each ballpark is rated for batting average, doubles, triples, and home runs. A rating of 100 represents an average ballpark, over 100 is more hitter friendly, under 100 more pitching friendly. You can also edit your ballpark’s dimensions and wall height at 7 locations along the outfield fence. OOTP 6 also allows you to edit the weather effects in your stadium. While playing games there is a chance that you may have a rain (or snow) delay and the wind can blow balls fair or foul, or even help push the ball over the fence for a home run.

There are no set rules - basically, anything will go by the rules of a "stadium change".

stadiums changes still are in our "constitution", i would like to move toward a neutral stadium in Montreal instead of a pitching park.

Before making an official request, i would like a confirmation that changes can still be made.
